Billing, Blocks & Payments
All UC Berkeley Library materials are subject to billing at any point after the due date.* When an item is billed, the user will be charged a minimum Replacement Cost of $150 as well as an additional $10 processing charge per item billed. If a billed user returns the borrowed item and the library has not yet purchased a replacement copy, the Replacement Cost ($150+) will be reversed. The non-negotiable $10 processing charge, however, will remain on the user’s account.
Loan terms vary based on the type of user, the type of material and library; all items will block user accounts shortly after the due date, and become billed thereafter.
Short-term items (2 hour, 4 hour and 1 day) and items on reserve may be subject to overdue fines once the item has exceeded its stated due date and time. Additionally, the item is subject to the standard, minimum Replacement Cost of $150+ or more (reversible).
Regular Billed items: $150+ (reversible) & $10 Processing Charge (non-reversible).
Reserve loan items
(2 hours): $2.50/hr overdue, up to a maximum of $60 (non-reversible), AND $150+ (reversible).
(1 day/week/month): $10/day overdue, up to a maximum of $60 (non-reversible), AND $150+ (reversible).
Laptop/iPad loans (4 hours): $20/hr overdue, up to maximum fine equal to the replacement cost of item.
Binding = $25/item
Lost Laptops = $2,000
Lost Ipads = $1,200
Lost Card Replacement (non Cal 1 Photo ID cardholders) = $10
Bounced, Returned, Insufficiently Funded Checks = $25/first, $35/subsequent
Damage to materials (e.g. post-its, interior markings, stains, etc.) = Variable
Room Keys, headphones, dry-erase materials, usb drives, etc. = Variable
Library accounts with billing $50 or greater will be blocked from access to all Library services, including the proxy server until the debt is reduced below $50 (except for faculty, academic and library staff accounts).
Faculty, academic and library staff accounts are only blocked by an overdue recalled item or a manual block (e.g. overdue at IBS or bounced email, etc.). Fines and overdue (non recalled) items will NOT block these accounts. Also, only proxy server (online) access will be blocked for overdue recalled items for these users. Even with an overdue recalled item, these patrons will still be able to check out materials.
Patrons with debts of $200 or more will be blocked campus-wide with the Registrar’s Office. Blocks are removed after all outstanding library bills and fines have been paid at the Privileges Desk (Doe Library, floor 1) or online via My OskiCat. Students blocked by the Registrar’s Office will not be able to obtain transcripts or register for classes and may have financial aid blocked as well.
Payment of outstanding Library fines, fees and charges may be paid either on-line via My OskiCat, or in-person at the Privileges Desk (198 Doe) with credit/debit card, check, or money order during normal business hours; and via mail by check/money order payable to “UC REGENTS”. In order to process payment in-person, users must provide a valid Cal 1 Photo or driver’s license. No cash will be accepted. Payments for the Replacement Cost of an item(s) may only be refunded if the originally lost item is brought to the Privileges Desk within 90 days of the payment for the item(s).
Refunds will be paid via campus check and may take 4-6 weeks to process. In lieu of payment, a patron may provide a replacement copy of an item, at the discretion of the Head Librarian of the owning library. However, such replacement negates the ability to claim a refund for the original item if located.
* Due dates are subject to abbreviation based on recalls of an item for use by other users.
